Board Meeting Guidelines

Regular Board Meetings
The Regional School Unit No. 24 (RSU 24) Board of Directors (RSUB) meets at 6:30 p.m., typically on the first Tuesday of each month during the school year.
  • Agendas are posted in advance on the RSU 24 website
  • Meeting locations may vary
  • Most meetings are held in Sullivan, with at least one meeting each year hosted at other district schools
To request that an item be placed on a Board agenda, please contact the Superintendent, Board Chair, or your town's Board representative at least one week prior to the meeting.
Public Participation
Board meetings are open to the public and operate as a limited public forum under Maine law. The primary purpose of these meetings is to conduct official Board business.
Opportunities for public comment are provided:
  • During a designated agenda item at each regular meeting
  • At the discretion of the Chair during major agenda items
All public comments are guided by Policy BEDH.
Speaking at a Meeting
  • Individuals must be recognized by the Chair before speaking
  • All comments and questions should be directed to the Chair
  • Time limits and the number of speakers may be set as needed
  • Speakers are asked to avoid repeating comments already made
  • Groups may be asked to designate a spokesperson
While all comments are heard and considered, some questions may require follow-up and may not be answered immediately. The Board generally does not discuss or act on items not listed on the agenda.
Appropriate Topics
Community members with a legitimate interest in Board business are welcome to speak.
  • Personnel and student matters should first be directed to appropriate school staff, then the Superintendent
  • Employees or employee groups should use designated channels for work-related concerns

Executive Sessions
In accordance with Maine's Freedom of Access ("Right-to-know") law, Board meetings are held in public.
The Board may enter into an executive session, by a vote of members present, to discuss matters permitted by law, including:
  • Personnel matters
  • Student discipline
  • Contract negotiations
  • Collective bargaining
  • Legal advice or pending litigation
  • Confidential student records
No final decisions are made during executive sessions.
